SUMMARY:

Constitutional amendment (first resolution); qualifications of voters; overseas government employees. Authorizes the General Assembly to provide by law that an overseas employee of the United States or Commonwealth, his spouse and dependents living with him, otherwise qualified to vote in the Commonwealth, may continue to vote in the Commonwealth notwithstanding the fact that he does not maintain a place of abode in the Commonwealth. The Constitution's definition of residence for purposes of voter qualification now requires both domicile and "a place of abode." Overseas government employees may be domiciled and pay taxes in Virginia but not have a current place of abode.
