SUMMARY:
Highway construction allocations. Changes the formula for allocating primary system highway construction funds among the construction districts from vehicle-miles traveled, 70 percent; lane mileage, 25 percent; and need, 5 percent to vehicle-miles traveled, 65 percent; lane mileage, 20 percent; density of use, 10 percent; and need, 5 percent.
