SUMMARY:

Waste tire fund. Requires the Waste Management Board to establish, by regulation, a three-tiered system for reimbursing end users of waste tires based on how the tire will be used. The largest amount paid per ton will be for products such as rubberized mats, recreational surfaces, drainage systems, and building materials made from recycled waste tire materials. The rate of reimbursement for each tier would initially be set at the rate established on January 1, 1996. The difference between rates for each tier would increase over time; however, the rate paid for the lowest tier (civil engineering applications) would remain at the January 1, 1996, level and would not increase over time. The bill also provides approximately $3 million for the clean-up of old tire piles.
