SUMMARY:

Voluntary annexation agreements. Provides that if a voluntary agreement involves a modification or waiver of annexation, transition or immunity rights only, with no change in boundaries, the governing bodies shall not be required to present the agreement to a special court. A circuit court shall affirm the voluntary agreement if the court finds that (i) applicable procedural requirements have been satisfied and (ii) the agreement does not conflict with the Constitution of Virginia.
