SUMMARY:

Parental rights. Clarifies that a "party with a legitimate interest," in a child, for purposes of making custody and visitation determinations, does not include persons whose parental rights have been terminated, either voluntarily or involuntarily, and, if the child has been legally adopted other than in the case of a step-parent adoption, the term does not include persons whose interest in the child is derived from a parent whose rights have been terminated (e.g., grandparents, and other relatives.
