SUMMARY:

Health insurance; conformity with the Health Insurance Portability and Accountability Act. Amends provisions of the Commonwealth's health insurance laws to comply with federal requirements contained in the 1996 Health Insurance Portability and Accountability Act (the "Act"). The Act creates a federal/state system of insurance regulation for the insurance market, whereby the requirements contained in the Act do not apply if a state adopts conforming "alternative mechanisms." This bill implements amendments in both the individual and group health insurance market, particularly in the areas of eligibility, availability, renewability, and coverage with regard to preexisting conditions. The bill also contains adjustments in tax provisions corresponding to premium taxes and open enrollment.
