SUMMARY:

Water quality laboratory certification. Requires the Division of Consolidated Laboratories to develop a certification program for laboratories conducting tests that are used to support Virginia's air, water and waste laws. Once the program is established, laboratories must be certified before tests and analyses conducted by them may be used for purposes of the air, water and waste laws. Laboratories located at an industrial facility that (i) are operated by the facility owner, (ii) accept samples only from the same facility or other facilities under the same ownership; and (iii) comply with USEPA and DEQ quality assurance and quality control programs are exempt. A fee system is to be established to cover the cost of the certification program.
