SUMMARY:
Virginia Racing Commission. Permanently codifies the definition of "racetrack" enacted by Chapter 915 of the 1996 Acts of Assembly, which, by the provisions of that Chapter, will expire on July 1, 1997. "Racetrack" means an outdoor course laid out for horse racing which shall include at least one building or structure adjacent or appurtenant thereto which is permanently affixed to the real estate and for which a certificate of occupancy has been issued by the local building official. The bill also requires the Commission, on July 1, 1997, to revoke the current licenses for off-track betting (OTB) facilities in Richmond and Chesapeake and revokes the Commission's authority to reissue or issue any OTB licenses until live racing is conducted in Virginia.
