SUMMARY:
Standards of accreditation. Places the requirements of the presently effective Standards of Accreditation (SOAs) for public schools in Virginia into law. The SOAs are, at this time, Board of Education regulations. This bill notes, in the preamble, that the General Assembly is clearly the body responsible for educational policy and funding in Virginia and that, since the SOAs drive the funding formula for the Standards of Quality, then the SOAs should be, in keeping with the General Assembly's constitutional responsibility, within the purview of the General Assembly. The SOAs, as set forth in this bill, are the same as the Board's current regulations. No new requirements are provided, and no new local fiscal impact is incurred. Some minor syntax and organizational revisions have been made for the sake of statutory construction. Although the Board of Education publishes the SOAs in booklet form, the most accurate reference can be found in Volume 5 of the Virginia Administrative Code (8 VAC 20-130-10 through 8 VAC 20-130-370).
