SUMMARY:
Obscene language, threats, etc. Provides that the use of obscene or vulgar language or the making of threats is a Class 1 misdemeanor if done by personal oral communication. Currently, such activity is a Class 3 misdemeanor if it encourages a breach of the peace (a fight) and a Class 1 misdemeanor if done by phone or CB radio.
