SUMMARY:

Appeals of decisions regarding public assistance. Eliminates review by the State Board of Social Services of decisions of a local board in granting, denying, changing or discontinuing assistance, and vests final decision-making authority concerning appeals of decisions regarding public assistance with the Commissioner of the Department of Social Services. An appeals review panel which reports to the Commissioner is proposed in place of the State Board review, but such panel would not have the authority to change appeal decisions. Instead, the panel would act in an oversight capacity.
