SUMMARY:

Public assistance; Virginia temporary assistance to needy families. Creates the Virginia Temporary Assistance to Needy Families (TANF) Program funded by a federal block grant to provide time-limited cash assistance for needy families. The bill ends Virginia's participation in the open-ended federal entitlement program of Aid to Families with Dependent Children and meets the requirements of the federal welfare reform legislation, the Personal Responsibility and Work Opportunity Act of 1996 (PRWORA). The TANF Program shall be administered by the Department of Social Services in compliance with Titles IV-A and IV-F of the federal Social Security Act as such laws were in effect at the time of enactment of PRWORA, to the extent such laws and their related regulations do not conflict with the mandatory requirements of PRWORA and Virginia's existing waiver-based welfare reform program.
