SUMMARY:

Voter qualifications; registration applications; residence requirements. Revises the voter registration application form and rules applicable to voters who move within the Commonwealth. These changes were authorized by constitutional amendments approved by the voters at the November 1996 election. The changes accommodate provisions of the National Voter Registration Act and Virginia's unified registration system for federal, state, and local elections. The bill revises the voter registration form to eliminate discrepancies between the national and state forms by deleting place of birth as required information on the form and makes other modifications in the state form. The bill also permits voters who move to a new precinct within the same county or city and congressional district to continue voting in their old precinct for state and local, as well as federal, elections through the second general federal election.
