SUMMARY:
Reciprocity for concealed handgun permits. Provides that any valid concealed handgun permit or license issued by another state shall be valid in the Commonwealth, provided the issuing state: (i) requires a state and national criminal history records search to be conducted on each applicant; (ii) prohibits any person convicted of a felony offense from obtaining a concealed handgun permit or license; (iii) requires competence qualification, or training with the firearm to be carried by the person; and (iv) does not authorize any weapon to be carried which would be a violation of Virginia law. This bill also provides that any person traveling through the state in possession of a firearm which he is authorized to carry by authority of a valid concealed handgun permit or license issued from his or her resident state is authorized to continue to carry a concealed handgun in Virginia.
