SUMMARY:
Teacher license fees. Prohibits the charge and collection of fees for the license renewal of any teacher or administrator in the public schools of the Commonwealth. Consistent with its constitutional responsibility for the "general supervision" of the public school system, the Board of Education is directed by the Standards of Quality to promulgate regulations governing the licensing of teachers in the Commonwealth.
Currently, fees are required for all initial licenses. Pursuant to Section 1-51, Item 135A of the 1996 Appropriation Act, proceeds from the fee schedule for the issuance of teaching licenses are to be used to defray "all, or any part of, the expenses incurred by the Department of Education in issuing or accounting for" teaching licenses. The fee schedule is to "take into account the actual costs" of issuing licenses.
