Voluntary tax refund contributions; Chesapeake Bay Restoration contributions. Establishes an income tax refund check-off for making voluntary contributions to be used by the Secretary of Natural Resources in providing grants for the implementation of activities designed to restore the Chesapeake Bay and its tributaries in accordance with tributary plans.
