SUMMARY:

Highway construction allocations. Changes the formula for allocating primary system highway construction funds among the construction districts to vehicle-miles traveled weighted 65 percent; primary road lane mileage weighted 20 percent; density of use weighted 10 percent; and need weighted 5 percent, provided that no district receives an allocation less than it received in fiscal year 1996-97.
