SUMMARY:

Service of process outside the Commonwealth. Provides that personal service on a nonresident outside the Commonwealth is the equivalent of personal service on a nonresident within the Commonwealth, if the court would have personal jurisdiction over the nonresident under the "long arm" statute. Currently, personal service outside of the Commonwealth in such a case has the same effect as service by publication only. This bill is recommended by the Boyd-Graves Conference of the Virginia Bar Association.
