SUMMARY:
Prisoners; communications to legal counsel; media access. Requires the Board to promulgate regulations which would provide that members of the news media provided identification cards by the Department of State Police, and who meet optional credentialing requirements by the Department of Corrections be granted reasonable access to the interior of a state correctional facility to meet with prisoners.
