SUMMARY:

Sanitary landfill and transfer station permit applications. Requires that before an application for a new solid waste sanitary landfill or transfer station permit application is complete, the applicant must supply certain information regarding the solicitation of public comment. The public comments steps that are to be taken include publication of notice of intent to file for the permit and the holding of at least one public meeting, both of which are to occur in the area where the proposed facility may be located. If the applicant is a local government or public authority it is to also form a citizen advisory group that will assist with site selection. In localities with zoning ordinances, public hearing and notice requirements can be satisfied by following existing procedures in §§ 15.1-431 and 15.1-493.
