SUMMARY:

Virginia Cotton Board. Creates the Virginia Cotton Board to promote and develop the cotton industry in the Commonwealth. The establishment of the Board and the funding of its activities are contingent upon the favorable outcome of a referendum on whether the members of the cotton industry agree to be assessed 85 cents on each bale of cotton sold in Virginia. The fee will be used to finance the activities of the Board, which will be composed of cotton producers from different parts of the Commonwealth. The bill also contains a provision that authorizes, beginning July 1, 1997, the assessment of 85 cents on each bale of cotton sold in Virginia until sufficient funds have been collected to pay the costs associated with conducting the referendum.
