SUMMARY:

Virginia Information Providers Network Authority. Eliminates the allocation of proceeds from providing electronic access to information or access to electronic transactions retained by the Authority and a state agency. Currently, the proceeds go one-half to the state agency and one-half to the general fund. Under this bill, the Authority must establish a reasonable fee (including no fee, if appropriate) for electronic access to information and electronic transactions. The fee prescribed by the Authority must be sufficient to maintain, develop, operate, and expand the electronic network on a continuing basis. The bill removes language limiting disclosure of information which would reveal the identity of the data subject. The bill also clarifies that no state agency is authorized to provide access to information on a basis which is otherwise prohibited by existing law.
