SUMMARY:
Wetlands permits. Requires the Virginia Marine Resources Commission (VMRC) to develop a procedure to expedite the issuance of wetlands permits in emergency situations. In developing this type of permit, the agency will be exempt from the public participation provisions of the Administrative Process Act, if VMRC: (i) provides a notice of intended regulatory action, (ii) forms a technical advisory committee to assist in the development of the general permit, (ii) receives oral and written comment on the general permit, and (iv) conducts at least one public hearing on the proposed general permit.
