SUMMARY:

Concealed handgun permits. This bill makes many changes to the law governing concealed handguns, among them the following: (i) removes the application of the prohibition against carrying a concealed weapon from correctional officers, whether on or off duty, (ii) allows a court to deny a concealed handgun permit to a person who has committed any crime not otherwise listed as a disqualifier, (iii) denies issuance of a permit to a person convicted of a drug crime or who was given a deferred disposition, (iv) requires that any permittee be conversant with state and federal laws governing the use of handguns and complete a safety course authorized by the Commonwealth and taught by a state- or NRA-certified instructor, and (v) requires the forfeiture of a permit of anyone convicted of being under the influence of alcohol or drugs while carrying a concealed handgun in a public place.
