Study; construction of proposed Interstate Route 895. Creates a nine-member joint subcommittee to study construction of proposed Interstate Route 895 under the Public-Private Transportation Act of 1995 and prohibits the concluding of a comprehensive agreement for construction of proposed Interstate Route 895 by any responsible public entity unless so authorized by the General Assembly.
