SUMMARY:
Virginia Public Procurement Act; methods of procurement by certain institutions of higher education. Gives a bidder, through advance notice of a proposed ineligibility or nonresponsibility determination by a public body, an opportunity to respond to the factual allegations relied upon by the public body in such determination, and to submit rebuttal information.
