SUMMARY:
Legislative immunity from arrest. Clarifies the several code provisions stating the privilege from arrest said to exist for legislators and others. The bill restates the law of Virginia in modern terms to prevent any misunderstanding on the limits of the privilege, and it explicitly states that members of the General Assembly, the clerks of the Senate and House, their sworn deputies, and the Lieutenant Governor are subject at all times to being charged, arrested, prosecuted, and imprisoned for criminal offenses.
