SUMMARY:

Discretionary authority for internal operations of localities. Permits a locality by ordinance to provide for the organization, conduct and operation of all local departments, offices, boards, commissions and agencies as it deems appropriate, subject only to such limitations as may be imposed by general or special law. Also, any locality may establish, consolidate, abolish or otherwise change departments, offices, boards, commissions and other agencies of that locality and prescribe the powers, duties and functions thereof, except where such entities are established and have their powers, duties and functions prescribed by general or special law. Finally, any locality may provide for the control and management of its departments, offices, boards, commissions and agencies and may prescribe and require the adoption and maintenance of such records, accounts and systems of accounting as it deems necessary, except as may be provided otherwise by general or special law.
