SUMMARY:

Toxics reduction. Requires the Department of Environmental Quality to continue to publish its toxic release inventory report and disseminate it to various media. The State Water Control Board is directed to conduct an ongoing assessment of the amounts of toxics in Virginia's waters and to develop and implement a plan to reduce toxics in state waters. The Board is to report its progress in reducing the level of toxics. The report will include such information as (i) the number of new permits issued that have toxic limits and the location of each permitted facility, (ii) the location and number of state monitoring stations, (iii) the sampling results from the monitoring stations, and (iv) the Board's plan for the continued reduction of toxics discharges.
