SUMMARY:
State Council of Higher Education. Reconstitutes the membership and appointment authority for the State Council of Higher Education for Virginia (SCHEV). The current 11-member Council is dissolved and is replaced by a council consisting of six gubernatorial and five legislative appointees. Members will serve five-year terms rather than the current terms of four years. Its powers and duties unchanged, the Council will remain one of the entities for which the Secretary of Education is responsible and will continue to be subject to the Administrative Process and Freedom of Information Acts as well as the Virginia Personnel and Public Procurement Acts.
