SUMMARY:

Hearings for certain school board contracts. Requires a public hearing prior to the transfer from the public school system of the administration of all noninstructional services pursuant to a contract with any private entity or organization. This bill relates to privatization of school services and notice and opportunity for the public to be heard. Under current law, school boards must hold public hearings before (i) entering contracts for the transfer of all instructional services for any public school classroom to a private entity, (ii) providing for the consolidation of schools, and (iii) providing in divisions having more than 15,000 in average daily membership (ADM), for redistricting school boundaries or adopting pupil assignment plans that affect more than 15 percent of pupils in ADM at the affected school.
