SUMMARY:
Forecasting offender populations. Codifies the practice of developing offender population forecasts by a consensus process and establishes a policy advisory committee to review such forecasts. The required forecast includes state, local, adult, and juvenile offenders. Requires the Governor to also submit by the second Wednesday of each January (i) a plan which estimates the capital and operating costs associated with the plan, (ii) a projected schedule for implementing such a plan, and (iii) the recommended methods for funding.
