SUMMARY:
Public utilities; rate increases; experimental rates. Exempts voluntary rate or rate design tests or experiments, or other experiments involving the use of special utility rates that have been approved by order of the State Corporation Commission from the present statutory limitations on rate increases. Under current law, utilities may not increase rates more than once within any 12-month period. This bill provides that this annual limitation would not apply to the initiation, modification, termination or making permanent of an experimental program, even if a rate increase results from this activity.
