SUMMARY:
Commerce and trade; fees for boiler and pressure vessel inspections; issuance of certificates. Directs the Safety and Health Codes Board to establish fees for certification of inspectors and inspection and certification of boiler and pressure vessels. The Commissioner may allow special inspectors and contract fee inspectors to issue certificates of inspection in the field. The fees shall be sufficient to cover the costs of administering the program. This bill provides an exemption to the APA when the fees charged to regulants are lowered. The bill becomes effective on January 1, 1998, and the Safety and Health Codes Board must promulgate by October 1, 1997, regulations (i) establishing the fees for certificating and (ii) governing the use of Commonwealth inspectors to inspect uninsured boilers or pressure resets, when contract fee inspectors are unavailable, and (iii) setting fees for such inspections conducted by Commonwealth inspectors.
