SUMMARY:
Juvenile detention commissions. Authorizes the juvenile detention commissions serving parts of the Tenth, Eleventh, Fourteenth, Sixteenth, Twenty-first, and Twenty-second Judicial Districts to borrow money and issue revenue bonds under § 16.1-318. This power was granted in 1993, but limited to the Middle Peninsula Juvenile Detention Commission. The bonds shall not exceed the maximum reimbursement set by the Board or include any sums for payment of interest. This bill is emergency legislation.
