HB 2013 HIV-premium assistance program.

SUMMARY:
HIV-premium assistance program. Removes the requirement that the individual needing the premium assistance document "inability to continue working for medical reasons." This program was required by legislation in 1994 as a pilot. Because the patients would probably qualify for Medicaid without this assistance, the program has documented considerable savings and was made permanent in 1996. Currently, this program pays the health insurance premiums for an average of 55 HIV/AIDS patients per month for an average cost of $1,910 and a monthly cost avoidance for Medicaid of $88,550. The Department of Medical Assistance Services notes that an additional 150 cases could be added if the "inability to continue working for medical reasons" criteria is removed. The costs of serving this additional population have been estimated as $540,000. The potential cost avoidance of serving these cases would be $3,844,800 to Medicaid. This bill is a recommendation of the Joint Subcommittee to Monitor the Issues related to Infection with Human Immunodeficiency Viruses.
