SUMMARY:

Social promotions; costs of remediation classes in certain public institutions of higher education. Requires school boards to establish criteria for promotion designed to require satisfactory completion of the requirements of the Board of Education and local requirements. Students who do not meet these requirements must be provided grade-appropriate remediation or acceleration to assist them in meeting the criteria for promotion. After July 1, 1997, school boards will be required to reimburse the public four-year institutions of higher education for remedial courses in basic subjects if two percent of the students to whom the school board has awarded an advanced program diploma, four percent of the students to whom the school board has awarded an academic diploma or six percent of the students to whom the school board has awarded a general diploma have been required by such public four-year institutions of higher education to enroll in one or more remedial classes in basic subjects. "Students" is defined as individuals under the age of twenty years who have been admitted for the first time to any accredited public four-year institution of higher education in this Commonwealth within two years after the date of graduation from high school. "Basic subject" is defined as mathematics, English, science, or history. The institutions will report annually on December 1 to the Superintendent of Public Instruction on the students and the costs of remediation. The Superintendent will deduct the costs from the next fiscal year's basic aid funds.
