SUMMARY:
Parental kidnapping; penalties. Creates a new crime for parental kidnapping, punishable as a Class 6 felony, or, in the court's discretion, a Class 1 misdemeanor. Currently, parental kidnapping is a Class 1 misdemeanor unless the child is taken from the state; then a Class 6 felony has been committed. This bill is modeled after proposed uniform legislation arising from a two-year study conducted by the American Bar Association.
