SUMMARY:
Remediation of certain students. Provides that local school boards may require students who fail the Literacy Passport Test for the first time to participate in a remedial education program provided by the school divisions. Students who fail any component of the Literacy Passport Test two or more times shall be required by the school board to participate in a remedial education program. Under current law, students are required to pass the Literacy Passport Test, beginning at the sixth grade, as a condition for promotion to the ninth grade. Analysis of data pertaining to the fall, spring and first-time summer administration of the Literacy Passport Test indicate that students who fail the test for the first time may do so for a myriad of education-related and other reasons. However, such analysis further suggested that failure of the LPT two or more times was indicative of the student's need for remediation of certain academic deficiencies.
This bill is a recommendation of the Joint Subcommittee Studying Remedial Summer School Programs.
