SUMMARY:
Claims; relief for Holden, James F. Provides $39,800 in relief for James F. Holden. The State Board of Health erroneously issued a septic system permit for the property in 1986. The permit expired in 1991, and the Board refused to issue a new permit, thereby preventing him from building a home on the lot. James City County must reimburse the general fund for one half of the award from its ABC profits distributions.
