Sales and use tax exemption; Northern Virginia Literacy Council. Provides a sales and use tax exemption from July 1, 1997, through June 30, 2001, on purchases made by an organization which is located in Northern Virginia, combats illiteracy, and is exempt from taxation under the Internal Revenue Code.
