SUMMARY:
Administrative Process Act; recovery of attorneys' fees. Removes the requirement that an agency has to be found to have acted unreasonably in order for a prevailing party who contested an agency action to recover reasonable costs and attorneys' fees limited to $75 per hour up to a maximum of $25,000.
