SUMMARY:
Toxics management. Requires the State Water Control Board to establish a regulatory program to control the levels of toxic pollutants in Virginia's waters. The regulation would require a permit holder to minimize, correct, or prevent the discharge of toxics in amounts that would affect human health or the environment. The determination as to whether a permittee would need to manage toxic releases would be made at the time a permit is issued, renewed or modified. The new toxics regulation is to become effective by January 1998.
