Expressing the sense of the General Assembly that coal, coalbed methane, natural gas, or other Virginia-produced or Virginia-refined energy stocks should be considered for use in existing state facilities, and that during the renovation or construction of state facilities coal or gas should be given primary consideration for generating heat, steam, or air conditioning.

WHEREAS, there are numerous state facilities which utilize various raw energy resources to generate heat, steam and air conditioning; and

WHEREAS, there are abundant resources of coal, coalbed methane and natural gas in the Commonwealth; and

WHEREAS, energy production, refining, transmission and distribution operations employ a significant number of Virginians; and

WHEREAS, state facilities should be heated and cooled in the most effective manner possible; and

WHEREAS, the Virginia economy is dependent upon the sale of coal, coalbed methane and natural gas extracted from coal mines or reservoirs located within the Commonwealth; now, therefore, be it

RESOLVED by the Senate, the House of Delegate concurring, That it is the sense of the General Assembly that to promote cost-effectiveness, consideration should be given in existing state facilities to the use of coal, coalbed methane, natural gas, and other energy sources produced or refined in Virginia; and, be it

RESOLVED FURTHER, That in the construction or renovation of any state facilities, consideration should be given to the use of coal, coalbed methane, natural gas, and other energy sources produced or refined in Virginia to generate heat, steam or air conditioning.
