SENATE JOINT RESOLUTION NO. 330
Commending Barry E. DuVal.

WHEREAS, on July 1, 1996, Barry E. DuVal assumed the duties of president of the Hampton Roads Partnership, thus ending an exceptional career as mayor of Newport News; and

WHEREAS, a lifelong resident of Newport News and a graduate of Menchville High School and James Madison University, Barry DuVal was first elected to the Newport News City Council in 1988; and

WHEREAS, Barry DuVal's obvious talents and dedication to Newport News, now America's 100th largest city, resulted in his being elected mayor by his fellow city council members in 1990; and

WHEREAS, in 1992, Barry DuVal was reelected to city council with the largest number of votes ever recorded in Newport News, ample evidence of his popularity and effectiveness as a community leader; and

WHEREAS, in 1992 and in 1994, Barry DuVal was again elected mayor by his peers on the Newport News City Council; continued to represent the city with great skill, energy, and success; and earned the praise and respect of countless leaders, including the Governor of Virginia; and

WHEREAS, known for his aggressive advocacy of his hometown, Barry DuVal's tenure as mayor was marked by an increase in the city's economic health, largely the result of the mayor's successful efforts to promote the economic development of Newport News, the Peninsula, and Hampton Roads; and

WHEREAS, despite a 40 percent reduction in the work force of the city's largest employer, Newport News had more jobs on Barry DuVal's departure than it had when he took office in 1988; and

WHEREAS, under Barry DuVal's leadership, Newport News attracted over 12,000 new jobs, representing some of America's finest corporations; and

WHEREAS, Barry DuVal's dynamic leadership was also characterized by the harmony he brought to the city council, a product of his calm, tolerant, and compassionate leadership; and

WHEREAS, Barry DuVal also contributes to his community immeasurably through his leadership of numerous charitable boards, governing commissions, and civic organizations; and

WHEREAS, Barry DuVal left city government of his own accord after great success to pursue new avenues to better his community in the time-honored Virginia tradition of the citizen-legislator; and

WHEREAS, Barry DuVal's exceptional success as mayor of Newport News made him the natural choice to head the Hampton Roads Partnership, a new regional economic development initiative in which he will advance the interests of the region's 1.5 million citizens; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Barry E. DuVal for his sterling service to the citizens of Newport News; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Barry E. DuVal as an expression of the General Assembly's appreciation for his years of exceptional public service to Newport News, Hampton Roads, and the Commonwealth.
