971813685WHEREAS, following a long and distinguished career in public education, including nearly 30 years of service to the Fredericksburg public schools, Joseph Richard Garnett, Jr., will retire in June 1997; and
WHEREAS, a native of Fredericksburg and a graduate of the city's public schools, Richard Garnett earned his undergraduate degree from Richmond Professional Institute (now Virginia Commonwealth University) and his master's degree and doctorate in education from the University of Virginia; and
WHEREAS, following six years of teaching and administrative experience in the Greensville County and Orange County public schools, Dr. Garnett returned to his hometown in 1968 as principal of the Walker-Grant Elementary School; and
WHEREAS, Dr. Garnett also served as principal of the Walker-Grant Middle School and James Monroe High School, his alma mater, before becoming assistant superintendent of the Fredericksburg public schools in 1975; and
WHEREAS, in 1983, Dr. Garnett became Fredericksburg's superintendent of schools, a position he has held ever since; and
WHEREAS, during Dr. Garnett's tenure, the Fredericksburg public schools have blossomed, with countless improvements, innovations, and additions that have enriched the learning experiences of thousands of the city's young people; and
WHEREAS, among his more notable achievements, Dr. Garnett oversaw the establishment of many advanced placement courses, the installation of new computer labs in the schools, the dramatic upgrading of the faculty and staff, and the substantial improvement of the school system's physical plant, including the construction of a new middle school; and
WHEREAS, during his nearly three decades of service to Fredericksburg, Dr. Garnett has been recognized numerous times for his achievements, including awards as Educator of the Year, Outstanding Young Educator, Superintendent of the Year, and Man of the Year; and
WHEREAS, Dr. Richard Garnett has devoted nearly his entire professional career to providing consistently progressive, innovative, and high-quality public education to the citizens of Fredericksburg; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend Joseph Richard Garnett, Jr., on the completion of an outstanding career of public service; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Joseph Richard Garnett, Jr., as an expression of the General Assembly's admiration and gratitude for his decades of service to the youth of Fredericksburg and the Commonwealth.
