WHEREAS, the Commonwealth Transportation Board and the Virginia Department of Transportation have initiated a major investment study of the Western Transportation Corridor in Northern Virginia; and

WHEREAS, the potential costs, land use impacts, and transportation benefits of a new Western Transportation Corridor facility require careful consideration by citizens, businesses, and all levels of government; and

WHEREAS, a critical requirement of the major investment study process is the development of a consensus on the purpose, need, costs, and benefits of any major investment decisions; and

WHEREAS, the Western Transportation Corridor Study has been directed by the Virginia Department of Transportation and guided by a policy advisory committee established by the 1996 General Assembly in Senate Joint Resolution No. 35; and

WHEREAS, the policy advisory committee intends to make final corridor recommendations to the Commonwealth Transportation Board in early 1997; and

WHEREAS, the policy advisory committee includes representation from affected local governments, the Commonwealth Transportation Board, and citizens; and

WHEREAS, the Virginia General Assembly retains ultimate responsibility for the financing and funding of transportation improvements in the Commonwealth; and

WHEREAS, a more complete consensus in the major investment study process can be achieved by formally including the General Assembly, and especially the legislative districts affected by any of the proposed Western Transportation Corridor facilities, in the major investment study process; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That a joint subcommittee be established to review and make recommendations concerning the major investment study of the Western Transportation Corridor in Northern Virginia. The joint subcommittee shall be composed of eleven members as follows: four members of the Senate, to be appointed by the Senate Committee on Privileges and Elections, and seven members of the House of Delegates, to be appointed by the Speaker of the House.

The direct costs of this study shall not exceed $11,550.

All agencies of the Commonwealth shall provide assistance to the joint subcommittee, upon request.

The joint subcommittee shall complete its work in time to submit its findings and recommendations to the Governor and the 1998 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.

Implementation of this resolution is subject to subsequent approval and certification by the Joint Rules Committee. The Committee may withhold expenditures or delay the period for the conduct of the study.
