Be it enacted by the General Assembly of Virginia:

1. That § 9-151 of the Code of Virginia is amended and reenacted as follows:

§ 9-151. Authority of Board.

The Board shall serve as an advisory body to the Governor, General Assembly and service deliveries and shall have the following authority:

1. To request and receive from any state department, division, board, bureau, commission or other agency, information, assistance and cooperation as will enable it to properly perform its duties;

2. To request, in the name of the Board, information for any governmental, public or private agency, or individual, information, assistance and cooperation as will enable it to carry out its specified functions;

3. To disperse information to public and private bodies;

4. To request and receive grants and funds from governmental, public and private agencies and foundations and, with those funds, to enter into agreements and contracts necessary or incidental to the purposes of the Board;

5. To establish citizen panels advisory committees as may be requisite or expedient in fulfilling the objectives of the Board. One such committee shall be the Interagency Migrant Worker Advisory Committee, comprised of representatives from state agencies whose services and jurisdictions involve migrant and seasonal farmworkers and their employers, and established to advise the Board on matters related to implementation of the Board's policies.

2. That the membership of the Interagency Migrant Worker Policy Committee, created pursuant to executive order, as it exists on the effective date of this act, shall be transferred to the Interagency Migrant Worker Advisory Committee created by this act.
