Be it enacted by the General Assembly of Virginia:

1. That § 2.1-37.5 of the Code of Virginia is amended and reenacted as follows:

§ 2.1-37.5. Power to make rules.

The Commission shall have the authority to make rules, not in conflict with the provisions of this chapter or of general law, to govern investigations and hearings conducted by it. The Commission shall not have the power to suspend any such rules or to waive the requirements thereof.
