WHEREAS, Officer James Loftin, a 21-year veteran of the Division of Capitol Police, retired on July 1, 1996; and

WHEREAS, James Loftin served in the United States armed forces for 20 years, after which he joined the Capitol Police in 1975; and

WHEREAS, James Loftin progressed to the rank of lieutenant and commanded both the midnight and the evening shifts; and

WHEREAS, James Loftin routinely exceeded expectations in working with members of the General Assembly, Virginia state employees, and the thousands of annual visitors to the State Capitol; and

WHEREAS, James Loftin has consistently fulfilled the duties of the Capitol Police through his professional actions and manners; and

WHEREAS, for over two decades, James Loftin worked diligently to ensure the security of the State Capitol and the many people who work or visit there; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend James Loftin on the occasion of his retirement from state service; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to James Loftin as an expression of the General Assembly's appreciation for his loyalty and dedication to the Commonwealth and the nation.
